The quality of animal health service provision has considerable impact on livestock production and access to markets at all levels. Because of the existence of internationally feared animal diseases in many developing countries, animal health services in these countries are often perceived as ineffective. While for various reasons this may be the case, there is a need for independent evaluation, both to assist countries in identifying service delivery gaps and to devise positive responses to negative perceptions based solely on the fact that countries are situated in certain regions. Owing to the impossibility of eradicating most serious animal diseases within the foreseeable future, it is likely that market access for many countries will depend upon establishing export zones and/or identifying commodities that pose minimal risk. We can assist with evaluation of animal health service provision and auditing of biosecurity and containment measures. Furthermore, resource-poor countries sometimes embark upon expensive animal disease control and eradication programmes that are not justified in terms of the potential benefits or prevailing socio-economic conditions.
